It really depends on skin tone. The wrong hair color for your skin tone would override any benefit you'd get in comparison with eye color, just because of ratio. Certain colors and shades bring out certain aspects of various skin tones (warm/cool/neutral) and would have various effects on eye color, especially grey. Grey eyes tend to actually be blue-green hazel. So it would depend which color someone preferred. To go blue, green or stay grey.
I'm a rare cool toned red head with blue-green hazel eyes, but they tend to look grey unless I do something to deliberately pull out one color or the other and make it pop. In my case, I'd look better blonde just due to my cool tone and only certain shades of blonde would work. I'm from a family full of red headed women, all different shades. We all have the same eye color on close inspection, but all look entirely different from afar due to simple differences in shade, not color.
i happen to have slate-grey eyes, But you have to be very close to notice, otherwise they look green (Odd, i know)
I like either black hair or bright neon colors, since the eyes are sort of bland XD
Blonde would suit gray much better i think, brown hair suits dark colours like dark greens and browns.
Blonde suits more blues and light greens and gray.
