There is a product called Spot Shot you can find it at most hardware store, it help remove all kinds of stains.
If not, then you can cut out the spots like someone below suggested. Then cut out a clean piece to replace the hole from some inconspicuous place (like a closet). you may not be able to get it out , if it just at the surface you can use a blade to cut the tips of the carpet. but if its fully soaked in i doubt it will come up.
ok this may sound a little crazy !! and im not sure it will work on a black spot, but find high quality spray paint that perfectly matches your carpet, you will have to spray it on and imediatly brush it in to the stained area. may have to do it a few times. but its an old trick i learned in the biz lol...
if you try this .. make SURE you use a brush!!! or it will leave a hard spot. Good luck :)

Step One
Blot the stain immediately with a clean, white cloth.
Step Two
Mix a solution of 1/4 tsp. liquid hand-dishwashing soap and 1 cup lukewarm water.
Step Three
Blot stain with soap solution, using a clean, white cloth. Blot from the outside of the stain, working inward.
Step Four
Let sit a few minutes.
Step Five
Mix a solution of 1 part vinegar to 2 parts lukewarm water.
Step Six
Dab stain with vinegar solution, again working from the outside in.
Step Seven
Once the stain has disappeared, flush the area with cold water and blot dry with a clean, white cloth.

Hair coloring is made to be as indelible as possible. I don't think there's any way to get that out.
You may have to have them cut out and patched. You could try a Clorox Bleach pen. Even if it whitenes a little too much that would show less than the black.
Try spraying the carpet with shout stain remover then get some white distilled vinegar and put it on after about 5 minutes of shout and scrub with an old toothbrush. Then use a steam cleaner to get the chemicals out of the carpet.
