Here's a couple of suggestions:
1. Take a friend with you to the grocery store haircolor isle. You will usually find swatches of color from one or more of the brands. Make this a fun thing by holding the different swatches up to your face and seeing which one(s) she likes. Then watch for other women who seem to be drawn to what you are doing, and just ask them! You get a pretty good cross-section of opinions that way, and if you're outgoing, it's a fun thing to do.
2. Go to a real hairdresser -- not a clip house like SuperCuts (although there's nothing wrong with these clip houses if you have the exact cut they provide and you know it works for you). The personalized treatment of a real hairdresser will include a hair and skin analysis to determine the best color for you. The advantage here is that right then you can get the color treatment done, which is much better for your hair than the box stuff. If you're not sure, you can get a color rinse, which washes out in about six weeks. You can experiment around with a little color, blending unusual combinations if you like, until you find just the right one. And the stylists have many more color swatches than the samples at the grocery store.

I have the same problem, so I use L'oreal Paris products.
Couleur Experte, Ginger Twist. 6.4. this is a two part color system. Or Natural Copper Blonde # B04. These bring out highlights and the green eyes.
brunette.......always the best. blonds may be cute and pretty, BUT, every beautiful women are always brunettes

i would say some shade of blonde, cuz that can really bring out green eyes, or some shade of red, and use rich, warm reds and browns to compliment your skin tone, maybe mix in some blonde highlights to compliment your skin

Jet BLACK! (but I always pick jet black) The contrast will certainly offset the fair skin and the eyes..

Reds or auburns look good, Just keep it natural looking and stay away from the burgundy and magenta colors. If you don't want to go red, very uniform pale brown,(almost dirty blonde)no highlighting or striping is also good with green eyes, especially if the hair is wavy or curly. With fair skin I think it is good to stay away from different streaks and highlights. If you are gifted with pale and healthy skin, a uniform hair color will bring out your skin, and eyes,not detract from it.

Platinum blonde!!! It will not warm up your skin, that's for sure, but do it anyway; it will be gorgeous!! Just always wear a little blush or bronzer. Men will go crazy for you.
Well, You can either darken your hair which will bring out your eyes but lighten your skin.
Or you can lighten your hair which will bring out your skin but your eyes wont be as taking.
Just tan and darken your hair a little.
Light to med brown. Blonde will pale you, red is to harsh and black would look gothic.
